Building Hand in Hand for the Future









The Philippine Overseas Construction Board (POCB) was created by virtue of Presidential Decree No. 1167, as amended by P.D. 1657, in order to develop and regulate the overseas construction industry of the country. It is the duty of the POCB to formulates strategies and programs for developing the Philippine overseas construction industry, to regulate and control the participation of construction contractors in overseas construction projects, and to administer the grant of incentives, if any.




The Philippine Constructors Association (PCA), at 53 years, is the oldest trade organization in the country. The PCA has been at the forefront for the continued development of the construction industry, domestic and overseas.

Though apolitical in stance, the PCA has continued to be a true partner in nation building with the Philippine Government. It serves as the voice of the Philippine construction industry and the guardian of construction professional integrity.

No less than Philippine President Joseph Ejercito Estrada stated "And for fifty golden years, the PCA has been just that---reliable partners for national growth and development…"

In the words of former Philippine President Fidel V. Ramos, "The PCA has undoubtedly served as a potent catalyst in the uplift of the local construction industry and in the task of nation building. Through the years, it has also become a formidable bastion of vigilance and integrity that public trust can always bank on."

"The PCA has, for years, been a dedicated entity toward making our construction and public works industry world class, one that can showcase the competence of the Filipino. Indeed a well-organized and well-placed constructors sector has much induced the present boom in the construction sector…" Secretary Gregorio Vigilar of the Department of Public Works & Highways said of the PCA.

According to Robins H. Jackson, President of the Confederation of International Contractors' Associations (CICA) "…We have been much impressed by the high standards of quality and safety espoused by PCA members and affiliates. The PCA's tie-ups with international counterparts and foreign allied groups indeed bolster the already meritorious gains of the association in your country's construction industry."
